I live in Pennsylvania as of present, but I want to go to Southwestern College (outside of Phoenix) really really badly. Assuming I get accepted, I was considering moving there for this reason. For anyone who's wondering, I will also be applying to an in-state school, just in case the whole Arizona thing doesn't work out.

Uhhh......No. The state of AZ does not pay for college. I have yet to hear of any state that does. Current entitlement programs are draining state funds as it is. Many are broke.
Answer 2 :
No it's not. No state in the country will allow you attend college free unless you have a scholarship. However, in most states if you are a resident (lived there a year) you pay what all other residents of the state pay. It's the same in PA.
Answer 3 :
No, it's not true. FYI, you'll have to pay out of state tuition if you move to AZ to attend school.
